In a historic move the City of St. Catharines and the St. Catharines Downtown Association (SCDA) have officially signed a Memorandum of Understanding (MOU) to formalize and enhance their collaborative efforts. This landmark agreement, the first of its kind within the Niagara Region, marks a significant milestone in strengthening the partnership between the City and the Business Improvement Area (BIA).
The SCDA, established over 50 years ago under the Municipal Act, has long been a cornerstone of the city’s downtown revitalization and economic development efforts. The newly signed MOU provides a clear framework for the roles, responsibilities, and collaborative activities between the BIA and the City, ensuring a more cohesive and effective partnership.
The MOU aims to streamline processes and clarify expectations, facilitating a more seamless working relationship between the City and the BIA. This agreement underscores both parties’ commitment to enhancing downtown St. Catharines and supporting local businesses and community initiatives.
The Ontario Business Improvement Area Association (OBIAA), a leading advocate for best practices among BIAs and municipalities, has endorsed MOUs as a key strategy for fostering successful and productive collaborations. By adopting this best practice, the City of St. Catharines and the BIA are setting a precedent for other municipalities to follow.
“I am pleased to take another step forward with the Downtown Association as we build upon the investments of the last two decades,” said Mayor Mat Siscoe. “This MOU will provide a basis for moving forward, as both the City and DTA commit to meeting the challenges faced by our business community together.”
